Essentially, the Steelers banned it, and the players enforced it for a little while, but it just eventually seeped back into the Locker Room. It's a tough thing to change. It could be possible to ban it when tossed around as a taunt or an insult to another player, rather than all together.

It's a smooth PR move by the NFL, but like you said, it won't be a hardcore enforcement. Just don't say it to the refs, or to an opponent.
