Rutgers was arguably the worst D1 program in the country when Schiano got there. Do you remember the Terry Shea era? How about the Doug Graber era? Putrid, uncompetitive, putrid (yes, putrid twice) football. Shea had 1-10 and 0-11 seasons!
Schiano shows up, and by his third season (with his recruits now cracking the lineup) has RU hovering around .500. By year five, he has them in their first bowl game since 1978.
1978.
Year six, he has them one OT away from the fucking BCS. RUTGERS! BCS! Same breath!
From there, aside from one down season, Rutgers has been a perennial top 25 team, sometimes flirting with the top 10 ('06-'08) and has now gone to bowl games six out of seven seasons after going to ONE BOWL from 1869 - 2004!

I can not fathom how a Rutgers fan can knock Schiano. The should be building statues of the guy and naming stadiums after him. He IS Rutgers football. Nearly all of the tradition, and every little bit of whatever legacy Rutgers has (aside from a couple of Frank Burns teams in the mid 70's that were beating up on 1AA caliber opponents), was achieved on his watch.
