It's the significance of the beat in particular because of how intimate and important TROY is to him, if Lupe had used any other beat he probably wouldn't have given a shit.
 
And Pete Rock was never asked about recreating the beat....at least when he originally did the sample, he received permission.

It was the second best rap album last year behind The Roots' LP, but it >>>>>> any of Lupe's albums.

Sampling is about taking pieces from different pieces and putting them together, this is just a cover not a sample.
