Read this up man, breaks down the money owed to each player in 2011. Money was definitely one of two reasons they pulled the Lee trade. I never said it was the only reason.
They just would not have enough money to pay Cliff Lee, who would command a CC Sabathia contract in a year. Maybe they will have enough money for Werth maybe they won't, depends on how much money frees up after this season. And hell they may have to deal him at the trade deadline if he is having another killer season and Rube figures he doesn't have money to pay him. Or they could trade Ibanez after the season, and I am not sure if Moyer's 2011 is a Team option or not.
This has nothing to do with 2011. The Phils had Lee under control for this year, for 7.5 mil from the team option they originally exercised when the season ended. They offered him the same 3 yr/60 mil contract they eventually gave Halladay, and Lee declined. They had zero intentions of keeping him after 2010 once he declined that.
You're right, he wanted a CC type contract and the Phils wanted no parts of it, that's why they traded him.
Having Halladay/Lee on the same team was only possible for 2010 only. If they wanted it to happen, they would've traded Blanton, who's $7.5 expected salary at the time would've paid for Lee's contract this season that the Phils had control of. Halladay obviously agreed on the 3 yr / 60 mil contract originally offered to Lee, so it would've been possible to have them on the same team this season. The difference would've been Blanton would've been gone and his salary this season would've been paid to Lee, basically.
What it came down to was the prospects RAJ would have gotten for Lee vs. Blanton. Obviously Lee will get you a much better return, so he went that route.

It'll be interesting to see what happens with Werth. I think the Phils are hoping Werth will give them a discount since we were the team to take a chance on Werth and get him back to all star status like he was projected to be before his wrist injury. To Jason's credit, he worked hard to get back to where he's been and I'm sure he wants to get paid. The Phils will offer him a contract that only works for them, and hopefully Jason takes it. I'm 50/50 on whether he'll be back or not.
I think Contreras is an OK signing as long as they use him in a long relief role. He put up pretty good numbers at the end of 09 in that role(1.59 ERA in 7 appearances with COL), so maybe he can fill the void for Chan Ho. I want no parts of him as a starter.
