Still available a month after launch? At a Target and not some membership club? Wow. Do you live in the boonies?
The common sense reason would be that someone cancelled/didn't fulfill a preorder considering a lot of stores gave you until near Christmas to pick them up.

That's insane. If you had it paid for I would understand, but otherwise I'd like to see proof of that.
All you had to do was place 10% down on the console and the day one edition was yours unless you failed to pick it up by December 27th. This was for PS4 too so they gave you a week extra to scrum up the funds. I'm sure there are plenty others here that preordered from stores that could tell you similar.
