Not if it's still locked from purchasing until you've hit a certain level. That's how I understood it. Maybe I'm wrong.

I'm not completely sure on the details. But from what i understand at a certain level all killstreaks are available to unlock when you have the funds for them.

And with weapons, you first unlock the weapon class, then you can buy whatever weapon you please from said class.
