I see they have that awesome deal with all the Resident Evils. If I get PSN Plus for 1 month and get all those games for free and let the subscription run out and then like 3 months later buy PSN Plus for a year, still have those games when I get Plus back or do they disappear?
As long as you have those games on your hard drive and you have a current PS+ subscription then you will be able to play those games. I still have a bunch of PS+ games on my HDD and i haven't had an up to date subscription since they gave everyone a free month.

Nothing to speak of as far as coding goes for the PS3 (it takes 180 MB or so to DL though ) but the real reasoning behind it is the new security contract.
Basically when you "agree" to the new update, you're telling SONY that you waive your right to join any class-action lawsuit against them due to future incidents that may occur.
Like if PSN goes down again and you lose money/games/etc., you can only sue them all by yourself.
