That's in a perfect world though where the only goal for the owner is to win a championship, they have to make money though. I don't have the Brewers financial records but I'd imagine their margins are pretty razor thin. They aren't a rich team by any means and have been by and large spending beyond their budget. Granted, they've been getting good fan support but the last thing they need is a bad season or two, fans stop coming (in the smallest market in baseball) and a albatross contract sitting on their ledger.
Plain and simple they can't afford to be bad and expensive. They just can't.
