Because if they did every single player would put thier head down before a hit in hopes a flag is called.

It's pretty easy to tell when the offensive player is ducking their head to initiate a helmet to helmet hit and when the defender is using their helmet as a missile. NBA refs deal pretty good with no calls on obvious flops, NFL refs could as well if the rule was truly about safety.

I take it you haven't played football since you don't know what I form tackle is. Lemme spell it out for you. You keep your head up and when you make a hit your head should be past your opponent and you drive him to the ground. Not drop the crown of your helmet and launch yourself at him. Like I said though. I think they were right in not throwing the flag, but the hit does raise concern for the future.

Because it is physically impossible to shove your head so far behind your body, that your shoulders would actually lead into a hit. Leading with the helmet, means you led with the crown of your helmet to hit the guy. Leading with the shoulder means, you raised your shoulder and turned your head to the side. Look at the fucking picture you posted. His head is turned to avoid hitting him head on, and in hopes that his shoulder does the majority of the work. He is on the 2 yard line, you expect him to try a wrap up tackle? At that point, he has to make one decision, try to wrap him up and hope he stops him, or put his shoulder into him and try to level him.
