The players live in those cities and contribute to those communities. Russell Wilson might not be from Seattle, but I bet all Seattleites now consider him one of their own and I bet he wouldn't disagree with him. Players become part of that city's history even if they weren't born there. I can live in a place, love the people/culture/etc there, and consider it one of my homes. The term 'home' doesn't exist as a static location. It's a feeling of comfort, love, familiarity yadda yadda yadda. So yes, they are still a hometown team whether or not zero players on that team are from that town.
