The thing is you gotta look at it from the other point of view...Frank just lost his ONly 2 allies in the house. He literally has NO ONE as of now. Sure he won HoH this week, but what good will that do him next week when he can't compete in the HoH comp? He has to choose a few people to try and roll with...and if you were him would you really choose Joe/Jenn? They aren't going to win shit. He has to try and make a few deals with members of the Quack Pack. It's his only chance. Also, he does not think Ian was 100% behind Mikes demise he thinks that Dan/others brainwashed him. Obviously not being able to see the episodes and shit he can't know exactly what went on. Frank has already talked with Brit/Shane about trying to make a deal with them. His #1 target his Dan. What's shitty for him is even though he will keep Britney safe, she has already talked about back dooring him the next chance they get. It is what it is...Frank is not in a good position even though he did win HoH this week.
What I'm saying no one is going to work with him. I really don't think Jenn, Joe will. The quack pack won't turn on anyone. Ian is in for the long haul now. Frank doesn't have the persuasive abilities like a Boogie or Dan.
SO, he needs try to get Shane or Ian out. Why? Here is the strategy. Because as much as Dan throws comps, I don't think he can turn on the switch as much as he thinks. Ian has been very close in most of the HoHs and Comps. Shane wins or comes in 2nd. If Frank gets one of them out he stands a better chance the next week when he is up on the block and can play for the power of veto. Frank is going up regardles who wins HoH next week. The quack pack will tell Jen and Joe they owe them big time.
Best case scenario for next week is a strong competitor is gone, and one less person he has to battle for the veto. Then maybe Frank can make an alliance and pull someone away in 3 weeks if he can keep himself in the game.
