Opinion: Lee Williams was shocked that San Diego cut him when they did, but it was merely because they could not afford him. As a result the Chiefs and Patriots tried to pick him up but to no avail as he resigned with San Diego at a much lower figure than he initially had. Last year was a bit of a let down as he had only 5 sacks after his 14 sack 1989 showing. Daniel Stubbs had a breakout 1990 campaign with Dallas as he earned himself a shot at the pro bowl with 12 sacks and 37 tackles. However Dallas decided to go in a different direction and let him go, where he was soon picked up by the Bengals. Veteran Dexter Manley leaves Arizona after an okay season to backup in Buffalo where he hopes to ride their coat tails to a super bowl championship. Karl Wilson was released by Miami because he wanted to see what offers were out there, apparently none, other than Miami, for a 34 tackle 3 sack left end. Gerald Robinson was released as well by San Diego, but they used his money to re-sign Williams over his 4 tackle self�good choice. Chicago eventually signed him to replace Joe Tafoya�s spot behind Trace Armstrong. Jeff Hunter was also released by Buffalo once they aquired Dexter Manley and went unsigned.

Opinion: The pickings were thin as far as right end was concerned this year in free agency, which is why many teams decided to convert left ends instead. Jim Skow was the only decent player available after serving his sentence in Tampa Bay. He then decided to sign with Phoenix of all things, after a 39 tackles 6 sack year. Rod Saddler was a Cardinal lineman that suffered a season ending injury last year after making only a single tackle during the regular season. The Dolphins are rolling the dice hoping he can stay healthy, if not, they have 2 rookie defensive ends, and Karl Wilson/Jeff Cross to give one hell of an insurance. Jeff Faulkner left Indianapolis to New York hoping to see more playing time. Meanwhile Andrew Miller came over from the USFL but ended up going unsigned by anybody, along with Les Miller who was released by San Diego.

Opinion: Keith Millard is a big-time pickup for the Redskins as he brings an anchor to their defensive line. Millard is a pro-bowl caliber defensive tackle that had an off year last season, with 9 sacks for the Vikings. Tony Casillas proved his run stopping ability in 1990 with a 66 tackle performance in Atlanta that peaked the interest of the Packers who found their new starter at one of their weakest positions. Tracey Rocker now leaves Washington for Indianapolis with the news of Millard�s arrival. As well as Daryll Grant who decided Kansas City would give him a better shot at starting. Mark Duckens made the most of the short playing time he had in 1990 with his 10 tackles and 3 sacks that made Phoenix select him over the likes of Chris Pike. Pike was a backup tackle for Cleveland last year that saw playing time and resulted in a respectable 25 tackle, 6 sack year. The New Orleans Saints decided to pick him up. IN the mean time Fred Smerlas will replace Pike�s spot after a 1 tackle 1 sack 1 fr year in San Francisco. It appears this DT�s best years are behind him though. Gerald Nichols is a young DT that has potential but didn�t get to show it riding the pine in New York, hopefully Cleveland will give him a shot. Meanwhile Blaise Winter was the 3rd string DT in Green Bay but will now have a shot in Atlanta. The biggest surprise was at the last day the Chargers cut Joe Phillips, who is now available, and will most definitely be signed before the season starts somewhere. Meanwhile Greg Miesener, Tom Gibson, Legree, and Dickel all give potential 3rd stringers in case of injuries during the season.

Opinion: Tim Harris was one of the bigger names in this years free agency, and he wouldn�t have been last season. 1990 was the breakout year for Harris as he proved he has what it takes to be a star for the Packers defense. Not only was he 2nd on the team in tackles with 104, but he also aquired 10 sacks, and an amazing 7 forced fumbles, along with protecting against the pass with 13 deflections. Without Harris on the team there�s no way the Packers have as good a 1990 season as they did. And teams around the league knew this, but it was the Buccaneers that threw the most money at Harris, to replace Winston Moss. Moss was the Buccaneers leading tackler, sacker, and deflecter, so when they said they weren�t resigning him the few fans booed, but then cheered when they replaced him with someone even better. Moss then joined the Cardinals to take over for Anthony Bell who was in a similar situation, a solid team player unexpectedly released. However Bell would end up taking over from the beginning of the cycle as Green Bay picked him up. Van Waiters, who had 74 tackles and 10 deflections for the Browns last year will help the Chiefs linebacker corps. Joe Mott had a decent but injury plagued year for the Jets. The Chargers decided that he was their best bet after they failed to sign Tim Harris. Mickey Pruitt had a decent year backing up in Chicago, enough for Cleveland to take a chance on him. Keith McCants was released by Tampa Bay once they signed Harris, and Jason Glenn left New York along with Kelly, but went unsigned. Robert Lyles disappeared from the Oilers as well. Terry Pierce, Louis Cooper, Jimmy Williams, Gary Clark, and Tyronne Stowe are all still looking for work as backups and fillers around the league.

Opinion: Eugene Lockhart was one of the top 5 best available players in free agency this year. This tackling machine led the Cowboys once again in 1990 with 118 across the board. However he lacked in other areas, showing his weakness, but that wasn�t a concern for Washington as they quickly picked him up to a hefty contract. Ervin Randle leaves Tampa Bay after having a solid 73 tackle 8 sack 9 deflection year. Many are saying he�s improved greatly in his game but just didn�t have a chance to prove it on Tampa Bay�s team, so he�ll get his shot in Los Angeles as the Raiders will be putting him into the fire. Matt Millen was released by San Francisco after a top-notch 91 tackle 5 sack, 6 forced fumble year. Surprisingly no other team showed any interest in him until the 49ers resigned him. Henry Rolling was released mid-way through free agency by San Diego to restructure. However Minnesota came in an stole him by offering a much greater amount of money unexpectedly. In the meantime Rams linebacker Mike Wilcher went unsigned along with Jessee Solomon, two very capable linebackers. Kevin Rose, Charles Gran,t and Jeff Mills are also left searching for a backup role somewhere.

Opinion: There wasn�t much in terms of ROLB�s in this years free agency. The only decent one was John Grimsley, who is a great linebacker that had a breakout year leading the Oilers in tackles with 105. He also had 5 sacks and 11 deflections. He was one of many free agents that flocked to the Tampa Bay money throwing powerhouse that is starting to actually look like a team. Whoever the Buccaneers let go they�re picking up someone better, and now have a good looking LB corps in Tim Harris, Eugene Marve, John Grimsley, Kevin Murphy, and Broderick Thomas. Meanwhile Bobby Houston, who as Scott Stephens backup in Green Bay supposedly progressed greatly under tutoring there, however never showed much as he had 5 tackles a forced fumble and a deflection to show for his work all year long. However the Redskins see willing to give him a shot.

Opinion: There were a lot of good corners available, and surprisingly many were left unsigned. The biggest free agent was veteran corner Mark Lee who had a 5 interception year for the Packers last season, but they let him go due to age, and he was signed by the Bengals. Tim McKyer was also a big athletic player that Miami let go and the Buccaneers quickly gobbled up to replace Haddix. Haddix was statistically better but not athletically. Haddix thusly depearted once McKyer took his spot to Chicago where he�s looking to shine in a bigger market. Menawhile the Houston Oilers lost youngster Cris Dishman to the Packers who are expecting him to be their #1 cornerback going for youth to replace Lee. Lewis Billups, Carl Carter, and Eric Thomas were all released by the Bengals, with Lee being their only acquisition. Meanwhile Cedirc Mack, Michael Jenkins, and Charles Dimry could even be #1�s on some teams but are left unsigned. Vestee Jackson, Stan Petry, and Michael Mayes are decent enough players to be #2�s, and Chris Oldham, Mitchell, White, and Lilly are nickels at best.

Opinion: One of the better safties in the league is Vencie Glenn, but in 1990 he had an off year, despite the Chargers having a good year. The Chargers let him go in a decision booed by many fans as he found his way to the Redskins in hopes of revitalizing his ability. However the Chargers barely took a step down as they replaced Glenn with another good safety that had an off-year in 1990, Felix Wright of the Celveland Browns. Wright took offers from the Raiders and even Super Bowl Champ Eagles, but decided San Diego was the best fit for him. Vince Newsome snubbed San Francisco in favor of starting in New York for the Giants. Meanwhile Darrell Fullington should pan out in Los Angeles with the Rams. Solomon Wilcotts was picked up by the Raiders and will hopefully improve upon last years numbers, meanwhile Dave Duerson was yet another Tampa Bay Buccaneers free agent signing. Duerson played well for the Giants and hopes to continue that with the Yucks. William Frizzell and Lonnie Young essentially switched spots. As Darren Carrington is searching for more playing time with the Jets than he had with the Lions. Odie Harris will take Tim Gordon�s place in Atlanta behind Brian Jordan. Meanwhile Gordon went to Minnesota. The 49ers picked up Jeff Donaldson who was a backup in Kansas City to be a backup to Dave Waymer. Ron Brown may see more action in the same division as he leaves the Raiders for the Chiefs. Meanwhile Tavaras Tillman, who hasn�t played since the USFL�s final season in 1985, was signed by the Lions in hopes of revitalizing his career.

Opinion: Thane Gash is one of the best free safties in the game and the Browns let him slip through their fingers as the Chargers spent that money earned from cutting key players to re-unite both him and his Brown teammate and fellow free agent, Felix Wright, as the starters in San Diego�s defensive backfield. Gash�s 112 tackles were second on the team only to Clay Matthews, while he proved he could be a cover safety with 14 deflections. Todd Bowles was released by the Redskins, talked with the 49ers and Rams, and then decided that Washington was still the best place for him and remained. Terry Hoage has spent a few seasons learning behind Andre Waters in Philadelphia and the Patriots are going to try and give him his first shot as the replacement to Tim Hauck. Hauck didn�t see much action behind Fred Marion, but decided to leave, and join the Dolphins. Tracey Eaton was released by the Cardinals, restructured his contract, and picked right back up. The Chargers released Lester Lyles after they signed Gash and Lyles was picked up by the Jets to replace Josh Booty who remained unsigned along with Stevon Moore and Vann McElroy.

Opinion: Norm Johnson has played top notch kicking so far in his career but a lackluster 1990 season saw Seattle decide to let him go. Johnson than quickly signed on with the AFC Champ Houston Oilers in a big-time step up from the sometimes inconsistent Teddy Garcia. Although Garcia did have a 17 of 20 (80%) year to the Oilers surprise last season. Meanwhile Greg Davis follows his real-life counterpart by leaving the Falcons to re-join Phoenix aftera 73% year, including a missed extra point. Fuad Reveiz leaves San Diego with a horrible 64% kicking rate, that the Jets surprisingly pick up due to the retirement of Pat Leahy who had an equally bad 70% year in 1990. The Seahawks replaced Johnson with the Cardinals former kicker, Al Del Greco with only a net 1% drop in comparison. Meanwhile Ron Allegre will get his first shot at being the full-time starter in San Deigo after riding the bench behind Matt Bahr in New York last year. Tony Zendejas and John Carney were two kickers that were surprisingly unsigned. However due to the overall lack of ability in the kickers drafted, excluding John Kasay, they could easily end up signed before the season starts.

Opinion: One of the best punters in the league was in free agency in the form of Brian Hanson but the Patriots decided to quickly pick him right back up after realizing how valuable he was compared the rest of the punters. In the meantime Browns ex-Punter, Bryan Wagner pulled down a contract from the Packers, giving them a full 0.8 yards more per punt than their former punter, Don Bracken, who was signed by the Redskins. Joe Prokop left the big apple for Buffalo. Meanwhile Rick Tuten, Mojsiejnko, and Helton were all left in free agency. Although 1 or 2 may be picked up before the season starts since none of the rookies, except Chris Gardocki, seem to be panning out in the league.

1. Tampa Bay Buccaneers : The Buccaneers without a doubt had the best free agency period of any team. They replaced everybody they released with somebody better. Released Bruce Perkins (76 Ovr), come back with Roger Craig! (93 Ovr) A player that help magnetize interest in the team immediately that was otherwise not there. Carl Bax (81 Ovr) suddenly left and they replace him with Derek Kennard (83 Ovr) at left guard. Meanwhile Harry Swayne (71 Ovr) was cut from their right tackle spot and replaced with Harvey Salem of Detroit (81 Ovr). Winston Moss was released to TB fan�s surprise (88 Ovr) to be replaced by upstart Tim Harris (89 Ovr). Wayne Haddix left (88 Ovr) and was replaced by Tim McKyer (90 Ovr). They also added the Oilers best linebacker last year, John Grimsley. Things are starting to look up in Tampa Bay. They may not have a great passing game in place though, but with Craig they can afford to become heavily run-centric.
There is no doubt that the Buccaneers essentially just bought their way into respectability in this years off-season. With some rookie additions to the offensive line like Calvin Stephens (78 Ovr), and Rob Selby (71 Ovr) they are looking up.
2. Houston Oilers: It�s scary when the best team in the AFC who was just mere seconds away from becoming Super Bowl Champions, gets better. The first thing that really jumps out is the surprise pickup of Los Angeles Raiders runningback star, Bo Jackson. Bo Knows Football and he damn well knows that Houston gives him a much better shot at a Super Bowl Ring than the Raiders at this point. Along with him the Oilers also shored up a few other key players like RG, Gregg Rakoczy (82 Ovr). As well as a very underrated selection and a very underrated position in most of football with Norm Johnson (91 ovr) signing up to kick the pigskin in Houston.
3. Redskins: The Washington Redskins are definitely going to improve upon last years 9-7 record that saw them just barely miss the playoffs. With the additions of a new backup quarterback to Mark Rypien, Jeff Kemp (77 Ovr), But most of their big signings came on defense. In an attempt to re-gain that star defensive line they once had the Redskins signed Pro Bowl caliber defensive tackle from the Vikings, Keith Millard (92 Ovr). On top of that they also picked up the best MLB in the pool in Eugene Lockhart (99 Ovr) who had an amazing 118 tackles last year.
They also signed young backup LOLB Bobby Houston (80 Ovr) who has the potential but never got the chance in Green Bay to prove it. Meanwhile they took the best Free Saftey available in the league in Vencie Glenn (96 Ovr). As well as re-signing Todd Bowles (89 Ovr) to a new contract sheet. And finally Don Bracken will be punting for the Redskins (83 Ovr) as well. So the Redskins went out and offered many players contracts, most didn�t sign with them, but the key ones did. The Redskins got, who are believed to be, the best available players (ratings) at the Defensive Tackle, Middle Linebacker, and Free Saftey position. With the second best available at the Left Outside Linebacker, and Strong Saftey positions.
