I don't think it's his decision. It's well publicized how much they like him being their ambassador. A truly nice, well-spoken guy that goes above and beyond. His merchandise has tremendous sales. Also, he's requested a LOT by companies like Make-A-Wish.

I don't know how they do it, but Rock v. Cena is taking place at WrestleMania...whether they also have one at Royal Rumble is up for debate...but Rock and Cena are headlining WrestleMania again.
