The DLC is free to all Cerberus Network users. Owners of used copies of Mass Effect 2 or those who rent the title will have to buy a Cerberus Network membership for 1200 MSP (Xbox) ($15 USD) to access the content, as Cerberus Network membership is free only to those who buy the game new.

I know there's a payoff if you stay loyal to Liara and have beaten Shadow Broker.

Other than that, I've read if you haven't gotten all-up-ins a crewmember by ME3, you're SOL.

Can't be fair after saving the world from Giant Space Cuttlefish but there might not be a Space Harem to fall back on...
